this is an entirely voluntary program on the part of the Nation and on the part of private landowners. We have provided the impetus, the United States has, to provide encouragement, the education, the preservation of these sites on a voluntary basis. It defies logic to have an amendment like this which would completely arbitrarily withdraw us for no good reason other than to satisfy some conspiracy theories which have cropped up in recent years. Let us be led by reason not emotional falsehoods.
