The gentleman from Minnesota does not want it all, but he wants a level playing field to permit banks that are national to have the same rights of banks that are State. And this bill does not do it. And it is intentional. I understand it was a tough negotiation. I commend the gentleman. But the only thing balanced about this is the deal that is being offered to the House. I do not think it is good enough. I commend the gentleman for trying to improve it but it does not go far enough.
