I wanted to just direct my attention to the gentleman from Texas [Mr. DeLay], and I want to say we accept him as an able spokesman for his point of view, but certainly not as an editor to Thomas Jefferson's prose on the Constitution. But I do say he is persuasive in terms of his point of view.
