I just wanted to point out the concern that we have had with suggestions about the declaration of crisis in order for the action to take place, which then would suspend the requirements of the bill. And the problem that we have is that the word ``crisis'' is very close to ``panic,'' which is withdrawing all of your funds out of the financial institutions could very well create the type of circumstances that we are trying to avert.
