Mr. Chairman, I would ask the gentleman, is it his intent that notwithstanding any language in his amendment that might be construed by anybody or the courts to the contrary, that he intends to ensure all of the protections that are in the permanent law in section 432, prohibition against Federal control of education, in the General Education Provisions Act?
