Notwithstanding section 1101, the level for ``National Foundation on the Arts and the Humanities, National Endowment for the Humanities, Grants and Administration'' shall be $145,000,000: Provided, That the amounts included under such heading in division A of Public Law 111-88 shall be applied to funds appropriated by this division by substituting ``$130,700,000'' for ``$153,200,000''.
