I must confess I find the discussion we just heard appalling, that we are paying people not to work...

This needs to be just the beginning of our discussion of international tax. And we need to sit down on a bipartisan basis and really dig into these issues.

I think the Republicans have failed for five years to come up with a plan because there is so much double-talk.
