Import penetration into the United States is 30 percent, in Europe it is 15 percent, and in Japan it is only 3 percent. We have tried the so-called MOSS talks, and then SII. We do not need another acronym; we need action. In the so-called framework negotiations, our negotiators are now in Japan. We say here today, for all to hear, that we stand behind them. What is needed is results. The time for talk if over. Let us get busy and do it before the distinguished Prime Minister from Japan comes to the United States.
