I do respectfully disagree with the gentleman. I do feel like this is very much germane, but I will respect the decision by the Parliamentarian or the Chair. The Acting CHAIR. The Chair is ready to rule. The gentleman from Ohio makes a point of order that the amendment offered by the gentlewoman from Michigan is not germane. Clause 7 of rule XVI, the germaneness rule, provides that no proposition on a subject different from that under consideration shall be admitted under color of amendment. The bill prohibits the drawdown of petroleum products in the Strategic Petroleum Reserve until the Secretary of Energy has developed a plan to increase the percentage of certain Federal lands leased for oil and gas production. The amendment addresses issuance of oil and gas leases pursuant to the plan. It addresses implementation, not just development, of the plan. The Chair finds that the amendment goes beyond the subject matter of the underlying bill. It is, therefore, not germane. The point of order is sustained. Amendment No. 41 Offered by Mr. Perry
