That is absolutely true. The irony now is, again when you are not benchmarking off the best, what are we benchmarking off of? We are benchmarking off of mediocrity. We are on the path today of benchmarking 14 percent of our gross domestic product off of mediocrity. It would be one thing if we were benchmarking off the best and say we are going to give people the opportunity to go to the best and the mark we are setting is the best; but we are benchmarking and we are locking this country into mediocrity today. It is going to be deadly.
