Is this the same Washington that is going to stop our kids from smoking but we are going to give them free needles? Somewhere in here there is a contradiction. We can stop our kids from smoking through Washington programs, but we cannot keep them off drugs so we are going to give them free needles.

Both the U.S. and Canadian governments look forward to getting the bridge open, but have recognized that there are some issues that are outstanding that need to be ironed out.
The bridge will actually be paid for by the folks who are using the bridge.
