Reluctantly I rise in opposition to the amendment. This is something that my colleagues and I have been working on for a long period of time. The chairman and I were talking as the debate was going on. We do believe that there is some way to work through this process. The amendment as it is structured right now we are not comfortable with, but we want to work with the gentleman from Virginia (Mr. Scott), and we want to work with the gentleman from Virginia (Mr. Wolf) on fully exploring this. We believe that there is a reasonable expectation that as this bill moves through the Senate, whatever, we are going to be able to reach some kind of an accommodation that we can all feel good about. Because, again, as the gentleman from Virginia (Mr. Scott) and I and the gentleman from Virginia (Mr. Wolf) and I have talked, I really appreciate the tone and the tenor of the debate today, because we do share the same vision, we do share a lot of the same strategies for where we want to go.
