As my colleagues know, at the Federal level, at the State level and at the local level we are going to working Americans and saying: The first 40 cents you own of every dollar is ours. So, Mr. Speaker, we have got an awesome responsibility as to how we spend that money, how we spend it today, and also the commitments and the promises that we make. So, as my colleagues know, we are in many ways making a lot of choices for those people on how their money is going to be spent because we have taken it from them, and we do not give them a choice as to whether they are going to use it for education, for homes, for an investment or for their retirement.
