It is a decentralized, entrepreneurial organization that is very, very dangerous. We are on the offense. We are taking the fight to the radical Islamists wherever they may be. This bill is about making sure that the men and women in our intelligence community have the tools to fight this kind of an enemy. It is time to update FISA. It is time to give the men and women in the intelligence community the tools for them to fulfill the job that we have asked them to do, which is to protect America, to keep us safe.
