You are exactly right, and this is where Governors need to stand up and say no. I think with the health care bill, I think wasn't there a movement in like 29 States or something where State legislators were saying, No, we don't want it. And why? In the State of Michigan, we calculated, or Heritage or someone calculated that the unfunded mandate for Medicaid alone was $700 million.
