I appreciate the hard work by the committee on both staffs. You know, it is absolutely important that we provide the Intelligence Community with the information or with the resources, the commitment and the framework with which they can be the tip of the spear to keep us free. We all owe the men and women of the community a deep sense of gratitude for the work that they do each and every day, as they risk their lives to keep us safe. As they well know, let me quote, ``we are in a state of war. And if we have not yet realized that we are in a state of war, when will we realize that''? Some folks may say, well, Pete, what's new? You have been saying that for a long period of time. Actually, I don't believe that, and I don't like to use the term ``war.'' We shouldn't elevate the people that pose this threat to the United States as being soldiers or representing a nation-state. They are thugs. They are murderers, and they are terrorists. These are the words of Ayman al-Zawahiri from an interview that he just gave last week, a video. Those are the words that he says.
