“We have looked into the eyes of the Iraqi people. We have shaken their hands. We have heard them speak. We have seen the sincerity. I always say this is not easy. And there are going to be other ugly days and other ugly events. We are not going to fix this all in one day. We are not going to fix it in 24 months. This takes work. These people are experimenting with a free press, representative government, free markets. They are doing this for the first time after 30 years of a brutal regime.”
