Where we are in the year 2000 is with this question, there are nine departments whose books cannot be audited. They can be audited but the auditors come back and say, ``We can't give you a clean audit.'' The first one is the Department of Treasury. Think about this. The national bank or whatever we want to call it, the Department of Treasury cannot get a clean audit.”
