I collect the taxes so the taxpayer who is over there has sent the dollars to Washington and I now work with the Congress or I am instructed by the Congress and I have created these 760 programs. So I need to communicate this to the local school district and say, all right, I have 760 programs. I need to communicate to you and tell you what they are. What do you need to do at that point?
