“If we cap Federal spending at a rate of 1.5 or 2 percent, we could achieve a balanced budget. I think that is an important thing for the American people to recognize. When they here about us cutting spending, again, when we cut spending in the private sector, you know, we would spend $1 million, and when we said we were going to cut spending, it meant the next year we would spend less than $1 million. Only in Washington can we come and find out that we are spending $1.4 trillion and we are cutting spending, which means next year we are going to spend $1.45 trillion.”
