I think what will happen in the business world is that individuals drive the business community by the decisions they make as to where they work, where they buy their products from, what they invest in, who they loan their money to. Those same kinds of dynamics are what we are trying to introduce into the education system with this tax credit. We are going to leave the bureaucratic model in place, allowing a significant portion of money to flow through the bureaucratic process, but what we want to do is open up some level of entrepreneurship in a strengthening of the relationship between educators at the local level and the communities that they serve so they can raise money at the local level for the special needs that communities, those schools, and those kids have. I am very excited about that.
