The bill before us today appropriates additional money to fund the work of our men and women fighting in this war. This bill provides critical dollars for efforts to protect and defend the homeland security of the United States. It provides vital resources to first responders, law enforcement officials, and public health workers across the Nation who have developed safety plans to counter the increased national threat posed by terrorism. The President asked that we keep this a clean bill. Unfortunately this emergency wartime supplemental appropriations bill also seeks to fund an extraneous program entirely unrelated to national defense, homeland security or counterterrorism efforts.”
