I want to express my strong support for the Barton-Tauzin substitute which requires a balanced budget in 1997 and includes a cap on taxes. During the course of this debate, I have heard many argue that a balanced budget amendment is not necessary. But as the previous speaker so eloquently pointed out, this Congress cannot control spending. It is following in the steps of 40 years of Democratic control, where we continue to spend more than what we are willing to demand from the American taxpayers who send to Washington. I call out to my freshman colleagues, the new Members of the 103d Congress, that this is our opportunity to let the American people know that this Congress is different than the 19 Congresses before it; that we are willing to control spending; that we will vote for a balanced budget amendment; and that we will no longer burden the next generation with additional debt and more interest, money that we cannot afford. I strongly rise in support of this amendment.
