I just wanted to reflect on the numbers that the gentleman has been laying in front of us tonight. Number one, the significant progress that we have made over the last 3 years, where there is talk about getting to a surplus budget much sooner than the year 2002, which I think will be wonderful. We are also going through this process to reduce taxes, and we will have in place a plan to save Medicare. And so we are doing many of the right things. I think the other thing that we need to be talking about, and I know the gentleman wants to talk about tax cuts, but also about how we are spending the money. The gentleman brought up AmeriCorps. There is still tremendous opportunity to improve Washington. We have gotten spending under control but we have not gotten effectiveness and efficiency under control.
