The myth has been repeated often that what we are doing tonight is taking money from young people who have served. That is not accurate. In February, we put $100 million back into the trust, and the way that this works is that these young people work. They then have the opportunity within the next 7 years to claim their educational award. There is plenty of money in the trust fund to take care of any awards that are going to be coming due in the coming months. The money is there. What is not there is the policies and the procedures within the corporation that will ensure that this does not happen again. It is called an antideficiency provision, where it is very possible that in the last year the corporation had made commitments for which there was not money that had been appropriated by this Congress. That is a serious issue; and before we give the corporation $64 million, we ought to make sure that they have the proper procedures in place so that this does not happen, so that sometime in the future when young people do come to claim their education awards, that the money will not be there. We do know right now that the money will be here.
