What happens through this process is what you outline. We get to a surplus in 1998, or we get to a balance or close to a balance without taking into account Social Security, which is a very, very positive step. When I first came here in 1993, we were looking at increasing taxes, and we were looking at increasing spending, and we were looking at deficits of $300 billion as far as the eye could see.
