My amendment would merely bring this National Estuary Program into compliance and consistency with the 2000 Estuaries and Clean Waters Act. For purposes of that act, Congress's definition of estuaries included Great Lakes. So in substance, this definition would be exactly the same as the 2000 Estuaries and Clean Waters Act.
