Unfortunately, our country still has huge disparities in the quality of education, my own state included. We need to empower students and parents with the ability to leave failing schools. While it is important to ensure all our public schools are high quality, it is immoral for us to tell parents and their children that they must attend a specific school simply because of where they live. This amendment empowers parents, the states, and students to offer solutions to improving our schools. Allow Title 1 to do what it was intended to do: improve the conditions of at risk children. I strongly support this amendment. The Acting CHAIR. The question is on the amendment offered by the gentleman from California (Mr. George Miller).
