Establishment of a refuge does not instantly make the Federal Government a steward of an area of land.

I have a prepared statement which I will personally submit for the record.

These refuges are treasures, to be enjoyed by millions of people every year who want to hunt, fish, or just enjoy the outdoors.

I am going to ask you to submit for the record how you are going to assure protection to the broadcasters and the viewers in that process.
