I urge us to use our best efforts then to see to it that this new law goes into effect and works.

I urge my colleagues on the committee, this is a time when we can work together on something good.

I note the problems are not surprising, given the fact that there has been considerable obstruction to the program going forward.

This is what the debate is all about. There are problems. But we have time to fix it.
