the really significant thing we are doing by passing this bill, and I certainly urge its adoption, is what the gentleman from Pennsylvania [Mr. Fox] was creative enough to come forward with. This is to send a message to those who would commit jury tampering and witness tampering that, if they commit that, they are really going to get the book thrown at them.
