“two weeks ago, the House agreed nearly unanimously to pass H.R. 3678, the Internet Tax Freedom Act Amendments Act. Most significantly, that bill would extend the Internet tax moratorium and grandfather protections for 4 years, clarify the treatment of gross receipts taxes, and revise the definition of Internet access. As my distinguished colleague from North Carolina, Congressman Watt, stated on the floor that day, the House bill was ``an excellent example of what can occur when we work together--on both sides of the aisle--to deal with highly complex issues.'' Our bipartisan legislation was supported by industry groups such as the Don't Tax Our Web Coalition, as well as by various government organizations like the National Governors Association, the Federation of Tax Administrators, the National Conference of Mayors, and the National Conference of State Legislatures. It was also supported by a wide range of labor and union groups. And with that broad support, the House passed H.R. 3678 by a vote of 405-2. The Senate has returned the bill to us with some amendments, and so now we are considering it again.”
