It was President Nixon, as part of his war on drugs, that established the Drug Administration in 1973.
It seems to me that the GAO is the right organization to evaluate the cost of that protection to the taxpayer.
I am concerned that H.R. 2851 is a well-intentioned but flawed bill and raises several concerns.
Over-penalization would be counterproductive and only contribute to our crisis of over-incarceration.
