I just want to respond to my dear friend, the chairman of the Subcommittee on Crime, the gentleman from Florida (Mr. McCollum). My amendment is not about Kenneth Starr and his investigations. It is about whether or not the office of special prosecutor, who is employed by the Department of Justice, is considered to be an employee. The answer is perfectly obvious. I can only gather that it may have been a mistake that it was not included in here. Starr is going to be investigated. There is plenty of time for him. But this is to include this in the provision of the McDade measure. I thank the gentleman for yielding to me.
