Mr. Speaker, apparently, Members of the Congress now all very simplistically refute James Madison. The gentlewoman from Pennsylvania (Ms. Hart), the previous speaker, a very important and valuable member of the Committee on the Judiciary, just told us in effect, who cares what Madison was thinking?
