I am happy to speak in support of this legislation which would provide for information sharing between federal and state and local authorities. I believe that providing state and local officials with this type of information ultimately will help them detect and prevent future acts of terrorism. State and local personnel are the most likely individuals to interdict terrorists--as demonstrated by the detainment of Ahmed Ressam on the Canadian border and the routine traffic stopping of one of the 9/11 terrorists by a Maryland state trooper. As we have learned in the last several weeks, if we had shared more information before the attacks, we may have been able to more aggressively intervene against the terrorist plot. The legislation will also help state and local officials prepare an appropriate response to future attacks. Every act of terrorism is local--occurring in a neighborhood, city or state near you or someone you know. Often times, officials at the state and local level are first-line responders to these attacks. The bill is not perfect. The more broadly information is shared, the greater the danger it will be improperly disclosed. I think we all agree that the last thing we would want is for the newly shared information to be used to harm an innocent person's reputation. As we move forward, we should take a close look at whether sufficient safeguards are in place that will prevent improper disclosure from happening.
