I just want to make clear that the gentleman from Virginia, the chairman of the committee, is wrong about this bill. He says it only prohibits States and localities from adopting policies about not communicating with ICE. This is not true. The bill also prohibits State and local law enforcement agencies from adopting policies directing their officers not to collect information about immigration status for the general public. Any individual, the bill says. So it doesn't state that State and local police must gather immigration status information for the Federal Government.
