Madam Speaker and Members of the House, what we have discussed this afternoon is far too important to rush the legislative process. I hope we will rise above partisanship today and act responsibly to defend the Constitution as we have all taken an oath to do. And so I urge the bipartisan passage of the measure that has been debated.
