I think that the action this Congress has taken and the speed with which we have moved serves notice to all would-be terrorists of the domestic variety that the Federal and State governments will use all of their activities and resources to prosecute these destroyers of houses of worship. They can run but they cannot hide, and when found, they will be vigorously prosecuted.
