I think the subcommittee chairman is of good heart and great cheer and wonderful spirit, and I think the Frank amendment to this, notwithstanding what the President wished and wanted earlier on, maybe if we went back to the President, he would say this is not such a bad idea either. I do not know if we have time to do that, but I think the gentleman from Massachusetts (Mr. Frank) has come up at least with a good idea.
