I address my remarks to the distinguished chairman of the Subcommittee on the Constitution because he quoted former Supreme Court Justice Black. The quote that he made does not come out of any case that Justice Black ever decided. It is in no decision. It refers to the Justice referring to what each State should do. Now, either the gentleman does not understand that or he is trying to fool somebody. I do not know which.
