The Cohen amendment to limit the bill to asbestos trusts that do not have an internal fraud detection system is very appropriate. That is because, according to the Government Accountability Office, which has studied this and filed a report, they have found that in every trust that had an existing internal quality control to detect fraud, there was no evidence of systematic fraud found, and so I want to compliment the gentleman from Tennessee for bringing this to our attention. We think that it makes a better attempt at regulating and protecting victims of asbestos, and so I am very pleased to support it, and I hope that it becomes part of the bill.
