“Ladies and gentlemen of the House, last evening, the President of the United States indicated that he will not sign this bill, that he will veto it if it were to pass, and I am hoping that that doesn't happen. The measure fails in a great way. It would create needless regulatory and legal uncertainty and would further impede the implementation protections for the American public. This bill would make the regulatory process more expensive, less flexible, and more burdensome, dramatically increasing the costs of regulation of the American taxpayer and working class families. This is an incredible situation that we have to debate here. I am hopeful that the logic, the rationale, the threat of the executive branch to veto the bill will all cause us to carefully consider how unnecessary this measure is.
