None of the funds made available by this Act may be used to pay any FHA mortgage insurance claim or in connection with the sale of any mortgage insured by the FHA before compliance with existing FHA loss mitigation requirements, documentation of such compliance by the Department of Housing and Urban Development, and provision of such documentation to the mortgagor.
