I am ready to close, and I yield myself the balance of my time. Members, H.R. 712, the Sunshine for Regulatory Decrees and Settlements Act, would establish a 6-month moratorium on new regulations, with limited exception, significantly delaying the rulemaking process by which agencies ensure that Americans are protected from serious harm, such as dirty air and water and unsafe products and reckless behavior by large financial institutions. Not surprisingly, the White House has already issued a strong veto threat. The administration warns that H.R. 712 would undermine critical public health and safety protections, introduce needless complexity and uncertainty in agency decisionmaking, and interfere with agency performance statutory mandates. There is simply no basis to support this ill-conceived legislation. Accordingly, I urge all of my colleagues on both sides of the aisle to join me in opposing H.R. 712.
