Head Start has been the premiere early childhood education program in the United States since 1965. Since that time, it has benefited 20 million children and families and has become one of the cornerstones of this country's efforts to close the achievement gap, combat poverty, and provide all Americans with the opportunity to thrive. By passing the conference report to H.R. 1429, the Improving Head Start for School Readiness Act of 2007, we will reinvigorate Head Start and help more children arrive at kindergarten ready to succeed. The fact is that quality education and early engagement, from both parents and teachers, are essential for our kids' success. Recent findings from the congressionally mandated impact study found that after less than 1 year, Head Start narrowed the achievement gap by 45 percent in pre-reading skills and 28 percent in prewriting skills. Another large study found that Head Start graduates continue to gain ground after they leave the program. Furthermore, Head Start graduates are less likely to need special education services, to be left back a grade or to get into trouble with the law. They are more likely to go on to college and to have professional careers.
