“Mr. Speaker, this is a Republican theme tonight, how dare we bring up this bill that they bring up. The gentleman from Arkansas (Mr. Hutchinson) has said that the bill has not been through committee, no hearings. The author of the bill was notified in California that it was coming up, and now everybody is saying that this is a bill that they object to for many reasons. Is this some kind of a cynical political stunt that we are playing here tonight? Nobody wants the bill, but the Republicans sponsor it on a suspension on which they say there is supposed to be very little dissension about the bill. So I am in some confusion of what we are trying to do. I plan to vote present on this measure.”
