This is the mother of all warrantless searches that we have before us and will ultimately, I predict, be found unconstitutional because we put the objective reasonable good faith in the police officer, not in the magistrate. And that is the fatal flaw. So we have the gentleman from North Carolina [Mr. Watt] with a constitutional provision replacing it with what I predict will be an unconstitutional amendment.”
