“I would like to report a new bill that has been introduced by 16 Members of the House and the Senate to create employment in the Haitian textile industry by giving that country the opportunity to become a garment production center. It amends the Trade and Development Act of 2000 by granting duty free status to Haitian apparel articles that are assembled or knit to shape from countries with whom the United States has a free trade agreement or a regional agreement. And it departs from current law, which only allows duty free status to Haitian apparel articles if the articles are made from U.S. fabrics or yarn. It would be a win/win proposition for our American workers because it would encourage the immigration of jobs from other parts of the world back to our hemisphere.”
