we have to remember one historical fact. For 400 years, we have been dealing with the problem of discrimination and racism in America. I think it would be simplistic in this Congress that we would think, after 40 years, we do not need to worry about it that much anymore and shorten the period of time. It is going to take a while for us to evaluate the progress that is being made, and I am proud to say progress is being made, but the bailout provision is there and it works quite well. Now, in addition, we have to be very careful about the fact that some jurisdictions will play the wait-out game. They will wait out for the 10 years to expire, and then we will be back in a big problem again. Keep this a 25-year measure.
